The 20060605 wx upgrade is now used in production, so this
no longer exists in our current releases.

Fixed in cvs. Wendy, please test this change; if you confirm that
it's working properly now, then mark it "Fixed" and "Closed".

This differs from wx default behavior; the customizations are in
'docmanager_ex.cpp'.

1. Can you reproduce the problem in the 'skeleton' branch?

2. If so, can you still reproduce it if you revert that file
and its header to the 20050105T1130Z snapshot that I had shared
privately before committing the wx stuff to cvs?

3. If so, can you still reproduce it if you revert to wx-2.5.1?

Those steps should tell us where the problem is so we can fix it.

I can't select 'Census', 'Individual', or 'Text'
using the usual keyboard shortcuts.

Try this using the keyboard only:
Alt F N I
Alt F N C
Alt F N T (I'm guessing for text, but understand
           that's not typically available to users)

I tried looking in menu.xrc to provide you a patch, but
couldn't find where the problem exists.

Also, is your intention to have icons on that menu
as well? It looks like space is provided for them, but
none exist.
