Should LibCVS modify CVS/Roots to make them fully specified?  In general the
CVSROOT parsing stuff is kind of hairy, and a source of bugs.

It seems like a bad idea, because it has to interact with other CVS clients, and
with environment variables and command line arguments over which it has no
control.  However, it has come up in discussion recently on the bug-cvs mailing
list.

But it is almost certainly a good idea to store all the necessary values in
memory, so that they can be easily queried.  But you'd have to prevent them from
being written out to disk
