How can LibCVS be made consistent with CVS for checking ignore patterns?

Can LibCVS use the server as an oracle to decide if something should be
ignored?  This gets around the problem where the client can't access
CVSROOT/cvsignore because it's locked down.

How does CVS implement the pattern matching?  LibCVS should do it the
same way.  Presumably there's code inside CVS to do this, and it's not
invoking a shell to find out.

Notably, how are equivalence classes [=c=], and symbol [.symbol.] handled?
