The documentation for AttachmentDir states that if a relative path is provided, it is relative to the defined outdir.

In reality, mhonarc seems to use the current working directory as the starting point, rather than outdir as documented.

This can be reproduced by using the example provided in the documentation for AttachmentDir, creating an rcfile that contains an AttachmentDir resource, then invoking mhonarc with that rcfile and an outdir elsewhere in the filesystem hierarchy.
