Fixed by new charset plugin.

On non-utf8 locale (for example: ru_RU.KOI8-R) weechat messages are shown in wrong charset if current channel charset isn't equals to system locale.

Possible solution is to store all internal data in unicode (like rxvt-unicode does) and convert everything to system charset only on output.
