I think librigs is unmaintained and long out of date ...

I doubt that it works at all with current GNUstep, but presumably would still work if an old version of GNUstep was used.

Does anyone want to take on the job of maintaining this package and updating it to work with current GNUstep?

It seems that one currently can not even compile rigs any longer at least on a Debian unstable 64-bit box. Here's the output:

But I guess that's not suprise it seems the rigs stuff is not maintained at all. So maybe it'll work on 32 bit but it would need some time getting it run in a 64-bit environment it seems

I have never used rigs myself, but the frist problem that you reported, the issue with _gnu_process_args should only show up, when there is no proper way to get the arguments of the applications. As this wont be the case in all modern OS, your base GNUstep installation is most likely in a inconsistent state.

Could you please recompile (or do a clean reinstall) of all of GNUstep and report back, if the problem persists?

on trying to compile the rigs. first problem is that
_gnu_process_args is declared static in NSProcessInfo.m, so while using it is can of course not be found. One can fix that while removing the static in NSProcessInfo around line 216

fixing that allows the compilation and start but immediatly after the start the system dumps core it's a bit to large to post (10 MB)
but using strace gives:
