That's exactly what should happen.  If the file doesn't end with a newline, CVS has no business adding one.

on checkout a project to standard out and a files last line ends NOT with a line feed or carriage return, the first line of the next file is added to that line.

testet with linux version "Concurrent Versions System (CVS) 1.12.13 (client/server)" and with a windows xp client.

also tested with java cvs from netbeans.

checkout in the filesystem works as it should.
