Sorry, but this is a feature working as intended.
If for some reason you made a mess of the encode settings or need to continue from an interruption you can start the encode from the second pass with -2 saving yourself having to do the first pass again.
It is a good idea to create a working directory for your encodes as it makes cleanup simple and doesn't risk any overwrites.
