In iotn48.h, the TWI High Speed Register is spelled TWIHSR. In the Atmel part description file ATtiny48.xml in AVR Studio version 4.15 build 623 it is spelled TWHSR. It is also spelled TWHSR in the data sheet, document 8008, revision B, 06/08, page 152.
Note that the TWI High Speed Enable bit spelling of TWIHS agrees with the part description file but in the data sheet the spelling is TWHS. So, the bug here is on Atmel's side.
