I see the problem is that I'm not quoting the "is the" when
constructing the [vileinit] buffer. This can be demonstrated
using vile's -D option and looking in the [Trace] buffer.
For example:

[vileinit]:1 (0/0):source foo.rc

    • opened /usr/build/lynx/lynx2.8.8dev.12d/foo.rc for read
    • opened /usr/build/lynx/lynx2.8.8dev.12d/CHANGES for read

[vileopts]:1 (0/0):search-forward is the
BEEP

The words are there, but without quotes it accepts only the first.

Running the command line:
vile -s "a b" foo
will start vile and search for "a" not "a b". It seems everything after the first white space is ignored.
