Normal, this has changed in devel version.
The format is now: "${color:xxx}" instead of "${xxx}".

This is because now such strings can be evaluated (with /eval or string_eval_expression in API).
So plugins/scripts can now use that to convert such color codes.

I recommend to read release notes, which contains important notes about such changes: http://weechat.org/files/releasenotes/ReleaseNotes-devel.html
(this is file NEWS in repository).

Weechat stopped applying the new color formats.

weechat.look.prefix_error = ${red}:${lightred}!${red}:
weechat.look.prefix_join ...
weechat.look.prefix_network ...
weechat.look.quit ...

They all displayed default/white colors.
