This is a non-issue, LO behaves the same way, you can just drop this request.

Hi,

I experimented more with this package.  I thought maybe it would help to decompose the characters into
     aspirative + greek letter
(the aspriatives being encoded at U+1FBD, etc.)

No effect.

So then I tried just the Greek letters, such as Alpha.
Still the text following the drop-cap doesn't attach.
Then I tried a Latin A.  The spacing is the same.

Where have you seen this working as expected?

Hi,

I had a look at it, and thought maybe some slightly sloppy spacing was throwing it off.  So I tightened the spacing up, but it didn't help.

Looks like this 'lettrine' package does a special trick with certain Greek letters that it knows about, but the letters with aspiratives are too much for it.  But you could try writing the author of that package.

Yeah, a "locate lettrine" shows where it is.
I think these files *.cfl hold spacing information for several 7-bit ranges of glyphs.

Your example of the drop-cap (as in Ἀπὸ.png) isn't handled by any font feature currently defined in the standards.  Really, I don't see how there could be, because every typesetter will do them differently.

So this is TeXWorks...Could you send me a small sample of a latex file generated by TeXWorks, which makes one of these small caps?  I'm curious just what it's trying to do.

This is not kerning, but spacing between a drop cap and the following text, and should be configurable, if at all, by the word processor. Thus it is completely out of scope for FreeFont, and nothing can be done about it at the font level.

The images show an acceptable default: the second letter is just to the right of the bounding box / advance width of the first letter. Adjustments due to letter shape are to be manually applied, unless the word processor is capable of recognizing the shape of the first letter.

I really can't do anything about kerning problems until we resolve the kern-doubling question.

As I said, it would be better to hold on to kerning questions until that is settled.
