I admit that I don't really know what is natbib, but from what I've read it seems that in the world of TeX there are two "standards": natbib+bibtex  and biblatex+biber that are not fully compatible with one another. Should texmacs support both?
In another report (#28674) it was mentionned the CSL standard that is also receiving a lot of support...

In order to improve the compatibility with LaTeX, the bibliography / citation capabilities should be as complete as natbib.
