After reading the code, I think this analysis is invalid: a struct ip6_frag_hdr-pointer is places at rambuf->payload + IP6_HLEN. This would be no-man's-land when p->len would be IP6_HLEN only.

                (p->len >= (IP6_HLEN + IP6_FRAG_HLEN)));

should be:

     LWIP_ASSERT("this needs a pbuf in one piece!",
                (p->len >= IP6_HLEN));
