Overlapping fragments are allowed in tcp.
Also, I'm sure the overlapping fragments are not your problem.
Please try to narrow down your problem (e.g. by better describing your prolbem, describing your software setup/which lwip port are you using and/or sending a wireshark trace to discuss) and discuss it on lwip-users.
