sbr/folder_read.c:folder_read() is one place that looks like it implements this.  (It also ignores all files starting with `.' too, not just `.' and `..' though that might be OK if nmh pops up lots of such dotfiles.)

folder(1), for example, spots files not matching nmh's naming scheme and signifies "other".  It ignores those starting with BACKUP_PREFIX set at configure time, typically ",".  But if it's set to something else, e.g. "#" as its comment suggests, then files starting "," are still ignored and don't trigger an "other".  This isn't the case the other way around, i.e. with BACKUP_PREFIX of ",", a ./#foo will trigger "other".
