    with no Invariant Sections, no Front-Cover Texts, and no Back-Cover Texts.
    A copy of the license is included in the section entitled "GNU
    Free Documentation License".


which is still different than what is on licenseutils.info and licenseutils.texi.

Compare the "with no Invariant Sections, no Front-Cover Texts, and no Back-Cover Texts" coming from https://www.gnu.org/licenses/fdl-1.3.en.html with "with no Invariant Sections, with no Front-Cover Texts, and with no Back-Cover Texts" coming from the source files.

The text comes from an authoritative source;

Under the section "How to use this License for your documents"

It will remain as-is, unless you can explain how it is imprecise.

Although, that's not the official text of the NIV version of the GFDL, that instead reads (https://spdx.org/licenses/GFDL-1.3.html#licenseText)

     Permission is granted to copy, distribute and/or modify this document under the terms of the GNU Free Documentation License, Version 1.3 or any later version published by the Free Software Foundation; with no Invariant Sections, no Front-Cover Texts, and no Back-Cover Texts.


As you can see by diffing the texts, the version you used has some 'with' too much in the text.
It feels odd for a project that is all about doing licensing right to be imprecise about the appropriate text, so I filing a bug for it :)
