To see my point, run:

  src/nano --ignore +18,30 COPYING

Then type twice <Shift+Down> and four times <Shift+Ctrl+Right>.  The cursor is now on the "Y" of "You can", and the sentence that starts with "We" is highlighted and selected.  Now type ^J.  The highlighted sentence is made into a new paragraph... but... not really, because the words "We" and "You" are not indented by two spaces like the original paragraph is.

Now type <Down> and ^J.  The whole of the original paragraph is reformatted into a single paragraph again.  This is unwanted.  What the user wanted was to reformat just the piece of text that starts with "You".  If all three new paragraphs had been indented in the same way (that is: with an initital indent of two spaces), nano would have seen that "You can apply it..." is a separate paragraph and would have justified it as such.
