This is due to the file system not allowing for hard links:

    $ touch a
    $ ln a b
    ln: failed to create hard link 'b' => 'a': Permission denied

f2fs support hard links on Ubuntu, so it is not because the file system itself does not support hard links. Some other factor plays in.

A way to solve this is to move the locking into shared memory. It means you cannot use this across servers (e.g. sem on server1 will no longer respect sem on server2 if they share $HOME).
