The RFC 2131 (https://datatracker.ietf.org/doc/html/rfc2131#section-3.1)
states "the DHCPREQUEST message MUST use the same value in the DHCP message header's 'secs' field as the original DHCPDISCOVER message". The code does not preserve and reuse the 'secs' field value in dhcp_select function.
