I think there is something like that for edonkey servers in the emule souce. Newer edonkey servers do some character encoding changes to UTF-8 for incoming shares.

About 6 months ago, before the mldonkey development looks stalled and multinet feature was being implemented, mldonkey WEB UI displays CJK file names on its Downloads page well.

Corresponding source code
There are still some files displayed incorrectly but I assume that is an artifact of encoding problems on the other side. My vote goes for "close the bug".
