There's no way to do a "cvs add" in a read-only repository. At least there should be a way to add local information about the new file in order to let "cvs diff" return a complete patch.

This is interesting for submitting patches to developers when they don't provide write access for their repositories.

Attached to this bug there's a patch to add a -l parameter to make cvs add only work locally. This works for files but not for directories.
