I am running Xfce4, and starting autocutsel by running
% autocutsel -fork && autocutsel -selection PRIMARY -fork

If I have a selection of text using smart quotes (the source where I noticed this was from an email whose author is using Windows), and I select it by dragging the mouse over the text, then when I paste it by using middle-mouse, the quotation marks appear in an expected format. When I paste the same selection using Ctrl-v, the quotation marks are expanded into escaped unicode. The results are the same whether pasting to a web browser (chrome/firefox), vim, or the terminal's command line.

Middle-mouse: “Add article to this newsletter”
Ctrl-v: \u201cAdd article to this newsletter\u201d
