I may be mistaken, but I do not think there is anything in init itself which hard-wires the system to use /etc/init.d at the exclusion of /usr/local/etc/init.d.

Looking at the /usr/sbin/service script which ships with Debian (and I believe older versions of Red Hat Enterprise Linux) it looks like the "service" script is the component which hard-codes /etc/init.d, ignoring start-up scripts in /usr/local/etc/init.d.

Someone please correct me if I'm wrong, but I think the "service" command is handled by another package. On Debian I think it's init-system-helpers, not sure what the equivalent Fedora/Red Hat package is.

At the moment, recommended practise for site-local initscripts is to install them under /etc/init.d like everything else. This is inconsistent with the separation in FHS between the base system in / and /usr vs site-local packages in /usr/local.

`man hier` says /usr/local/etc is for "Configuration files associated with locally installed programs". This includes site-local initscripts, and contrasts with "config files for system packages". (All config files are "site-local" so that is not relevant here; it is the "site-local" property of the underlying package that is relevant.)

FreeBSD supports /usr/local/etc/rc.d to be consistent with their separation, see [1]. Granted, FreeBSD separates things differently (base system in /usr vs packages/ports/site-local in /usr/local) but the point remains that their separation is consistent and the latter's initscripts are in /usr/local/etc

Additionally, since ${prefix} is by default /usr/local in a build system, a package which tries to install an initscript will by default (i.e. when configured manually for site-local use) install it to /usr/local/etc/init.d but this won't be picked up by sysvinit.
