In files readlicense_oo/txt/license.txt and readlicense_oo/html/THIRDPARTYLICENSEREADME.html replaced the text of the VIGRA ARTISTIC LICENSE with the latest free text which is identical to that of the MIT X11 License.

This was approved by the copyright holder, Ullrich Koethe(ullrich.koethe@iwr.uni-heidelberg.de) in an email:

Hi Dennis,

the main VIGRA license is (and has always been) the MIT license. I don't recall why the Artistic License was chosen for LibreOffice integration, but as far as I can tell LibreOffice is the only place where VIGRA is used under this licanse.

I'm not sure what 'newer' means here. In any case, you can use VIGRA under the MIT license.

BTW, version 1.7.1 is very old. Do you consider upgrading to a newer version?

Best regards
Ulli

VIGRA is referenced in one of the Libre Office license file as being licensed under the 'The VIGRA Artistic License (modeled after the Perl Artistic License).'  This appears to be a non-free license. After checking with the VIGRA web site and the copyright holder, The VIGRA Artistic License is actually a MIT license.

The fix is to replace the language in the license file. I will provide more detail in the fix notes.
