I think that if monotone prints "misuse: ..." or "fatal: ..." or whatever, that always means that it has aborted the command the user requested and that that database/working copy are unchanged. But I'm not sure, and if I'm not sure, the average user really isn't sure. Monotone should say something useful like "Operation canceled" or "Operation aborted, repository unchanged" or something to make clear what the actual result of the user's command was.
