The directory name hints that this is "9.8", which a quick check
shows will produce this problem.  I fixed this issue in "9.8b".

The development tarball is up to "9.8s" (from December).
I recommend you use that:

make install fails when building under cygwin (vile has reliably built under cygwin for me for many years, thank you!). This is a new cygwin install using the archive on 2017 June 02. Cygwin is installed on MS Windows 10 Enterprise.

[W10, ~/tmp/vile/vile-9.8] $ make install
cd filters in&& make prefix=/usr/local DESTDIR= install
make[1]: Entering directory '/home/jg/tmp/vile/vile-9.8/filters'
mkdir -p usr/local/lib/vile
mkdir: cannot create directory ‘//usr’: Read-only file system
make[1]: * [makefile:359: usr/local/lib/vile] Error 1
make[1]: Leaving directory '/home/jg/tmp/vile/vile-9.8/filters'
make: * [makefile:331: install] Error 2
