Step by step reproducibility: 

In the defcustom for `color-theme-libraries', you do this:

(concat (file-name-directory (locate-library "color-theme"))
t "^color-theme")

That is incorrect. `file-name-directory' already includes a slash at the end of its returned string, so the concat results in a double slash: "...//themes". Starting with Emacs 21, that double slash is tolerated by `directory-files', which DTRT, compensating. But for Emacs 20, `color-theme-initializes' raises an error when it tries (load library) - it chokes on the double slashes in each file name.
