Well, it probably only helps on Linux systems (on FreeBSD, I
don't even see those devices I don't have permissions for),
but swapping the order of actions does not hurt, so I applied

Currently "usbdev_open" attempts to open a device before check that the USB VID/PID combo match the required programmer.

This patch checks the USB VID/PID combo before attempting to open the device. This allows an error message to be generated for when the correct device has been found on the bus but the user can't access it (for example due to permissions).
