Usually, paying the seven-pay premium in each of the first
seven years is the most efficient scenario. That strategy
doesn't fit this case:


 (1) er pays all monthly deductions through retirement,
       and never any less; beyond that,

 (2) ee pays the highest level premium possible without
       producing a MEC


We have a switch to avoid a MEC by limiting premium as it's
paid in each successive year, but that limit violates the
"never any less" part of (1) for highly-funded contracts:
the er shouldn't benefit from the ee's prefunding. Thus, an
(iterative) solve is necessary for er-payment lookahead.

- the level non-Mec premium, given a specified face
amount over a user specified number of years. The
user specified number of years is likely to be greater
than seven.

- the level non-Mec specified amount, given a
specified premium.
