Ok, I understand that it is hard to recognize arbitrary date range. Maybe a small comment in the error message noting that for date ranges -- is correct and ChkTex gives a false alarm could be a good compromise.

Actually, if it's supposed to be a range, then I think you shouldn't have spaces around the n-dash.  In that case chktex doesn't print a warning (though I'm nearly convinced that's a bug).

Yes, it is unfortunate.  ChkTeX is only meant as a guide to help find problems.

Sadly, I don't know of any relatively easy way to recognize all possible date formats (especially in other languages), and I would rather have it warn a little too often than not enough.  Particularly now that you can suppress warnings line by line.  For example, the line

    Jan. 2008 -- Apr. 2012        % chktex 8

will not print a warning.  This allows your file to run cleanly through chktex once you have determined that the warning is in fact invalid.

That said, if you have a good idea on how to implement this I would gladly accept a patch or even a suggestion.

ChkTex warns if the wrong dash is used. This feature can be improved for dates.
For example currently Jan. 2008 -- Apr. 2012 is marked as 'wrong dash' although the usage of -- here is correct (see http://tex.stackexchange.com/questions/111070/how-to-write-a-date-interval?lq=1)
