It is not perfect, but I've added a "devtools" anchor to the "Development Tools" section on the project page, and made the stone-age "Source code" link go to it.  I think.  Closing in optimism, but please report back here if you see a problem.

(sv folk: changes in frontend/php/include, files project_home.php and pagemenu.php. not committed to git yet, will do that in a day or two if all seems well.)

hi again justus - thanks for this report too. i've noticed that also. i'll see if i can do something about it, eventually.

meanwhile, as a workaround, essentially the same links (and more) are at the bottom of a project page in the section "Development Tools".

Bob: without looking at the code, I wildly speculate that it works for coreutils because they have exactly one "soure code manager" enabled (git), so "Source code" goes to a separate (git-related) url.  Whereas hurd, texinfo, administration, etc., all have multiple mgrs enabled (cvs for the web pages repo), and therefore the link is to an anchor on the project page, which doesn't actually appear (to the user) to go anywhere.

Which raises the question as to how the CVS disappeared for coreutils, because as far as I know they do still manage their web pages through savannah (since there is no other way).  Texinfo doesn't have CVS enabled under "select features" either, yet the CVS "source code manager" still appears.

Hmm.

Like Karl said in his response I also don't look forward to digging into this to see where the problem is located.  However I will confirm that for the hurd project I see the same behavior as you do.  I normally use the stone age menus too.  If you want to see how it is supposed to work look at the coreutils project and see that the submenu lists the links to the source code.  I have no idea why for hurd it does not but will simply comment that I see the same problem for hurd as you do.

If you select the "stone age" menu in your personal preferences, the "Source code" menu is unusable.  This happens e.g. for this project, or the Hurd project.  It seems to work fine for projects using only CVS.
