When I add email address to the -b parameter , mails that are assigned as being spam are not routed to the specified email address.  It seems like the mail is just stored or deleted.

The message goes through the spamass-milter and ends with :
sendmail: k3JFVZoI008247: Milter message: body replaced

After this , the mail is not being delivered to the mail address.
