It turns out that the additional setting for time format adds complexity that doesn't justify itself, for maintainers and for users. I've just make ISO 8601 format unconditional.

None of those.  An "international" locale ought to be available, or customly made, that implements ISO 8601.

Oof...  That's not really better: now it lists dates in the idiotic American format: 05/24/2018.  But in the bugs itself it still shows the day first: "Submitted on: Thu 24 May 2018 04:40:04 PM CEST".  It would be much better if in the lists it defaulted to a sane format (24-05-2018 or 2018-05-24, preferrably the first).

Depending on the language is not good enough, because only English and Russian are currently available.  :\  I think also a "default" language should be made available, which is mostly English but with an international date format.

I've just pushed a change: for events less than 12 hours ago, it uses %X strftime format (localized time), else %x (localized date). WRT 06:47 PM vs. 18:47, it's set depending on the language.

Yes, I second this.  The two-line column is ugly, and contains far too much information.  (But don't abbreviate the year, so as to keep it obvious which of the numbers is the year, for people whose locale uses a different ordering.)

Maybe the "Submitted On" column could contain only the time for items that were submitted within the last twelve hours or so, and only the date for older items?  But if that is too much of a complication, just the date is fine.  But when showing the time, please make it possible to choose the 24-hour system, because seeing something like "06:47:14 PM CEST" is frustrating -- «No, it's not 06:47 PM, it's 18:47!»

Longstanding annoyance:

The 'Submittted on' date column of the bug tracker is formatted in full as e.g.
    Mon 21 Aug 2017 12:56:39 PM CEST

The problem is, on small screens, this wide column causes wrapping of the bug items, for no good reason: the seconds, and the day of the week as well, are immaterial to me, and I think to other users too.

Really I would be quite happy with the date alone, in abbreviated format mm/dd/yy or dd.mm.yy.  As a header for the column, "submitted" would suffice.

Maybe you could make it a preference, which format to use.
