This is sad: code for this service that runs on gnu.org will have to be hosted elsewhere...  Savannah is not serving GNU here.  :-/

If the package is to be registered on Savannah, it should follow Savannah's policies.

I think the (1) calls for fixing it in the first place, no matter if it's registered as a Savannah group.

Sorry, this discussion stalled.

To me the reasons to add Debbugs to Savannah would be that (1) this code is already running on bugs.gnu.org, (2) it doesn't follow best practices but has a clear contribution record within Debian.

How can we move forward?

Thank you, you were right, I hadn't read that discussion carefully; now I have, but it still isn't clear for me why this package should be exempt from Savannah policy.

Please take a look at the discussion I referred to.  Essentially, the code is already running at bugs.gnu.org.  This request of mine is an attempt to "salvage" it.

It would be ideal to submit the changes to Debbugs, but nobody has committed to do this, so my idea was to start small.

I don't believe omitting the review of notices is up to Savannah admins; you could ask -email is unavailable- if you think you can convince them (it may take much longer time to wait a response from them than to fix the code).

WRT diverging from the upstream: why not suggest them your fixes?

Indeed there's quite a bit of cleanup to do as you suggest, and we'll do some of it before checking it in a Git repo.  The details are still being discussed at <https://debbugs.gnu.org/cgi/bugreport.cgi?bug=26380#11> though, so I would appreciate if we could omit these issues from the review.

Regarding copyright notices, this piece of software only contains lightweight modifications to the upstream Debbugs.  I agree that it is not following best practices in that respect, but again, this is something we inherit from, and I think we'd rather not diverge too much from upstream.

Files like html/Access.html~ look like backup copies; could you remove non-relevant files, it would make review easier.

Many files have no valid license and copyright notices, this should be fixed; some files in html/ have incorrect notices like "Copyright (C) years holder, years holder...". the correct form has a line with "Copyright (C)" per holder.
