I see, and was myself unaware of this.  But as LaTeX itself is LPPL 1.3c licensed (https://ctan.org/pkg/latex) and every single LaTeX package depends on it, it ensues that no LaTeX package at all can be fully GPL-compatible.  I must confess that I was unaware of this terrible consequence as well for even though I take the burden of freeing ekdosis from dependencies on LPPL-licensed pakages, it will still be dependent on LaTeX...  As a consequence, contrary to what I was thinking, there will be no fully GPL-compatible solution for producing critical editions of classical textsm in the many years to come, thus leaving this entire cultural field in the hands of the non-free world.  So, it is sad news and a sad day I must say.

Can I still apply for hosting here or do I have to stay out?

I'm awfully sorry, I haven't noticed this before: the LPPL is GPL-incompatible, so even though you can release your package under the GPL (adding exceptions for using with your GPL-incompatible dependencies), but your users won't be able to combine your package with other software released under the GPL (without those exceptions).  Your package will not be fully GPL-compatible for them.

Every file in my repository begins with a coypright and a license notice.  The license applicable to the documentation is GNU FDL 1.3 and is included verbatim in the documentation (see http://mirrors.ctan.org/macros/luatex/latex/ekdosis/ekdosis.pdf#section.13).  The license applicable to the software is GPL 3+ and is mentioned at the top of each file as recommended in the Addendum of the GPL.  Do I need to provide some distinct 'Licenses.md'?

Thank you.  However, this was a mistake. Sorry about that.  I meant 'non-GNU software and documentation'.  I plan to move ekdosis to GNU, but only later this year.

Description:

ekdosis is a LuaLaTeX package designed for multilingual critical editions. It can be used to typeset texts and different layers of critical notes in any direction accepted by LuaTeX. Texts can be arranged in running paragraphs or on facing pages, in any number of columns which in turn can be synchronized or not. In addition to printed texts, ekdosis can convert .tex source files so as to produce TEI-xml-compliant critical editions. Database-driven encoding under LaTeX then allows extraction of texts entered segment by segment according to various criteria: main edited text, variant readings, translations or annotated borrowings between texts.


Other Software Required:

In short, ekdosis is a LuaLaTeX package (see https://ctan.org/pkg/ekdosis).  It is included in texlive and requires luatex of course.
