The first try is done.
based on what was discussed on the ML
the libtspcfg is implementing the load and save of
this kind of file (for the C language)

The unified config file may be used by any consumer
in order to save/read a multi-provider full-featured
sampling configuration with optional layout.

This would make the sampling definition much more
versatile and the switch from TSP consumer grapher
to TSP consumer file writer much easier.
