extended the time till the last week of March.  in the first phase we are doing only a LO translation, basic.  agregation logic for collecting all the LOs into a course for a given language needs further discussion.

we did one translation interface earlier.  with the new interface, we are building several things again.  so I am raising this task again with a fresh deadline.

create relation: x trnaslation y; symmetric relatiion. user interface, two column with left side view of the source document, and right side with the for translation.  the new object inherits the relations of the source object.
