It looks rather unlikely to get a GPLv3 "or later" clause approved at this time.

We'll consider this for new submissions, but in the meantime we'll use the launchpad system.

I believe that convincing your employer to release the code under GPL v3 or later is the best course of action.

I also wished to release it as GPL v3 or Later, however I was only able to get my employer to release as GPL v3 only.

We could state that all external submitters must be v3 or greater and I could try to eventually convince my employer to a v3 or greater license, but that would take a while.

There's one issue with your project I can see right now.

You use "GPL v3 only", which is not allowed at Savannah, for a reason.  See: https://savannah.gnu.org/maintenance/GnuGplTwoOrLater.

Would you mind to change the wording to "... either version 3 of the License, or (at your option) any later version"?

I'll check the project dependencies later. ;)

Yes, we have Subversion support.  I use it for my small project for about a year and a half already without any problems.

So long as subversion is supported (I still can't quite tell from the docs), then yes, I would prefer to use a savannah.
