Ok, I will do the fixes you pointed out. But it would be great if you can approve the project now so that I can move the development activities to savannah.
Rendering license in ll pages is a bug in templating code of the project and will be fixed soon. For data files too, code change and testing are required.

Lets see :)...:

*Some files only include the first paragraph of the AGPL notice.
 Please include the whole notice, I'ts essential because the first
 paragraph tells the user the file is AGPL-ed.  The second paragraph
 tells him the absence of warranty in order to avoid possible legal
 problems if there are some bugs or so.  The third paragraph tells the
 AGPL URL in the case someone distribute the file alone.

*I'ts not required, but a good practice to include the AGPL notice (In
 case of HTML files) both as a comment and as text to be rendered by
 the browser.

*Some non-trival files (10+ lines) still lack the license header.  If
 the file format and use allow comments, please add the

*I know you inluded a copy of the AGPL, but regarding free software
 copyright the clearest the better.  A AGPL notice don't harms anyway
 :D.

*The files in /css and /doc folder are under the "GNU Creative Commons
 License".  I explained the problem with this issue in
 https://savannah.gnu.org/task/?10300#comment3.  Savannah-hosted
 manuals should be FDL-compatible, and code must be GPL-compatible
 (The "or any later version" is mandatory, in order to ensure
 compatibilty with new versions of the GNU GPL).

Taking into account it will take some time to fix and check this
problems I can approve the project now so the Slipa development can
continue provided you upload the code to the (D)VCS of your choise and
fix all those problems and any other problem I discover as soon as
possible.  When you are done let me know and I will review Silpa
again.  If there are no longer problems I will close this task, else I
will point you the required changes.  Do you agree?

I think you are confussing one message I wrote in the thread "Help
need in Savannah":

But I didn't referred to such thing as a "mistrake" :S.  Actually I
would advice to put the licensing notice at the end in some
documenatation files as README, Changelog, Authors or so...
 
BTW: Remember I GPG-sign all my messages and therefore I don't
assume autorship of the non signed ones.  My key and an explanion of

I have added headers in all html, python files.  I can't add license headers in some files since it will affect the projects functionality(for eg: datafiles). But that does not mean that files are not gpl or agpl.  A license file is present in the tarball which says the entire project is agpl..

Sorry for the delay in update. I was too busy with some personal work.

If you still see that I missed in any files, please let me know.  Project is in development and new files are getting added now and then.

Don't worry.  We will give you the time you need.  Just please keep
working on.

The process of adding the propper licensing & copyright information
should be very easy I'ts almost just kill and yank (Or copy and
paste).

Maybe the process of obtaining permission from the copyright holder to
FDL-license the files is a bit more slow.  Let me know if there is any
problem or if you need help.

files above 10 lines long, without exeption.  Several files don't
include this information yet.  And include a copy of the licenses used
in the tarball.

Also, Please ethier obtain permission from all the copyright holders
to distribute the documentation files under terms compatible with the
GNU FDL (The adviced is FDL 1.3 or any later, at user choise), or
delete them.
