Bruno, Jim, Simon -- it seems we never actually enabled the vc-changelog project on savannah.  Sorry for my oversight.  I did it just now.  Hope it helps.

this got resolved happily: as of a few weeks ago, there is a vc-changelog GNU package.  I forgot about this "postponed" item, sorry.  resolving now.

Hi Bruno,

I would like to move forward with this request, and I gather there is no word from RMS yet as to accepting it as a GNU project. Would it be fine with you to accept it as a non-GNU project and change it later, as Karl suggested? This way you can start working on it from within Savannah. You would also have to remove the copyright assignment to the FSF, but again it can be changed later. Is this fine with you?

This request is still on hold. I have received an answer
by Karl Berry, and am waiting to see whether the meeting of
the GNU Advisory Committee on 2010-06-01 changed something

1. It would not be right to approve anything as GNU until rms has accepted it.  It's no problem to switch from nongnu to gnu when needed.

2. The normal way to have something accepted as GNU is the questionnaire at http://gnu.org/help/evaluation.html.  Of course, if you've already written rms, fine ...

It will be GNU software & documentation. The package should be located on
savannah.gnu.org, not savannah.nongnu.org. Only, as of now, we haven't asked
RMS for his official blessing. But we will strive to obtain it.

Description:

The project provides support for the GNU ChangeLog format
in environments that use 'git'. It contains a git merge
