I discussed the matter with Karl Berry on the mailing list [0].

Adding the "or any later version" wording is not possible. I proposed we make an exception to the rule, so that your GPL v2 only project would be accepted, but this is unfeasible, since RMS would have to acknowledge it (which is unlikely) and other projects licensed under GPL v3+ would not be able to use your code.

This means, Mawk would have to be changed to "GPL v2 or later" in order to be accepted. If you are willing to undertake this change, I'll leave this task open for undetermined time.

What do you think about this proposal?

Hi Thomas,

I can assure you, I read your other message before writing my last message. I do not want you to change the license of mawk. Maybe I appeard to you like that. But it's the opposite, you can choose whatever license there is in the list (and GPL v2 is in there). Also, the recommendation with the permissive license was just that: a recommendation (and I only recommended that for auxiliary files, like README). You don't have to follow my recommendations. All what's needed is that all copyrightable files include a copyright notice and a license header, a GPL one is of course right.

Additionally however, for projects on Savannah licensed under the GPL family of licenses it is a requirement that they include the wording "or (at your option) any later version" in the license headers. And this is the main problem right now. I'm asking right now on the -email is unavailable- mailing list, if it's possible that you can add this, despite not being the only copyright owner. This does not affect that you release Mawk under GNU GPL v2, you will still distribute it under these terms.

I hope that I didn't annoy you or something and that we can continue evaluating your project for approval. The requirements might be tight, but this way we are avoiding potential legal issues. It's for your and our best.

I looked over the files and found the following issues:

The license headers found in most copyrightable files lack the wording "or (at your option) any later version". Please add this wording to avoid future compatibility problems. You can keep the style in which the headers are written. If you are interested how license headers are commonly written, please see http://www.gnu.org/licenses/gpl-howto.html.

Several files are missing copyright and license headers. These are copyrightable files longer than 10 lines and include ./parse.c, ./parse.h, ./array.w, files in ./examples/, ./man/mawk.doc, files in ./msdos/examples/, ./package/mawk.spec and some files in ./package/debian/ and ./test/. You can add the copyright notices and license headers in the style done in files that already have them, but please do not forget the wording mentioned above.

There is a special case for the files ./ACKNOWLEDGEMENT, ./CHANGES, ./MANIFEST, ./README, ./man/TODO, ./msdos/README and ./msdos/NOTES. These are also lacking copyright and license headers. Since these are auxiliary files, you may choose to not release them under GPL v2 or later but rather under a simple permissive license. If you want to do so, I recommend this wording:


Copying and distribution of this file, with or without modification,
are permitted in any medium without royalty provided the copyright
notice and this notice are preserved.  This file is offered as-is,
without warranty of any kind.


In either case, don't forget the copyright notices in all these files. You can write them in the style done in the other files. If you want to learn more about copyright notices please read http://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html.

For the record, the url should have "/datafiles/" before release;
I wasn't able to paste it from where I was working.

thanks for submitting your project to Savannah! I'm reviewing your project and noticed the following issues:

The URL to the tarball is not valid, it leads to an 404 error. Please include a (perhaps temporary) URL pointing to the source code. Alternatively, you can forward the code to me by email or attach it to this tracker.

Note that sending code to our repositories is a release, since the code will then be publicly available through anonymous access.

Another issue: You chose "Other" as the license but wrote that Mawk will be released under GPL v2. If you mean by this, that you want to release Mawk under "GNU GPL v2" and not under "GNU GPL v2 or later" (as there is such an entry in the license list), then I cannot approve your project since it's an requirement for projects in Savannah to append that wording "or later" (also in license headers). If you however, intended to release under "GNU GPL v2 or later" then everything is fine.
