I've slightly improved the way to run the cvs
command, this should work on windows too
if an appropriate "cvs" command is found.

The new way to do it support make patch
even if one builds out of source.

We may improve the CreatePatchCVS.cmake script
in order to check whether we are effectively using
a CVS enabled source tree and send warning message
if not etc...

This adds a "make patch" target.

It would be easier for TSP user if they can generate
a patch using a CMake generated target (EXCLUDEd_FROM_ALL)

The scenario would be:

0) get TSP source tree from cvs
1) configure the tree with cmake
2) work and make changes
3) make patch
   will generate a patch file using an
   appropriate cvs diff command.
