Maybe there a few people who have a gnu e-mail address and are indifferent to having projects named with the word "Open";
however, this does not change the fact that it is asked that people do not include the word "Open" in the wiki which was linked to from the registration page. Perhaps, it was mistake to use a wiki page named "HowToGetYourProjectApprovedQuickly", but when you think about it is fairly strategic with the number of pending projects and the volunteer bottleneck this site experiences. This site is fully functional from the presence of non-paid volunteers. If you really want your project approved, follow the guide that tells you how to get your project approved quickly.

If you look at our task list you will notice that there are still many projects that need to be taken care of.

The site's policies are picky so that it helps the volunteer get the most insurance that those who meet policy and directions do have the intention of helping the Free Software movement, rather than some other similar movement. Not everyone will agree with this, but those people have other choices to go for.

Whether intentional or not, your unwritten naming policy is clearly a capricious one that penalizes projects fortunate enough to get your attention.  Clearly, the word "open" does not have such poisonous connotations to all persons in positions of authority @gnu.org; and what an applicant "must" do varies.

Unfortunately, I did not place any attention when the administrator approved that project. Our policy may look incomplete, but as moderators we can help the applicant realize what they must do.

That thread is dated 12/2008.

And yet OpenClone was registered 5/2009.

It's one thing to wish not to perpetuate past mistakes.  It's quite another to continue to apply a more-or-less unwritten policy arbitrarily.

Hi, Braden.

I am sorry to tell you, I will have to close this submission. As I described before, this name will not work on Savannah. I've been required before to close a project under the same reason.

http://lists.gnu.org/archive/html/savannah-hackers-public/2008-12/msg00057.html

As you know, we will gladly accept the project if you change the name and that it meets the sites other requirements.

OpenVRML has been called "OpenVRML" for nearly a decade.  Where I host the project will not determine its name.

My intention is to move development off of SourceForge.  If you agree to host the project at savannah.nongnu.org, that is where primary development would occur.

I have not checked your tarball, but it may take some time depending on the size of it.

I see a few problems.

1) Savannah's mission is to host free software projects, and we want the public to think of them as free software projects.  A project name that says "open" will tend to lead people to think of the project as "open source" instead of "free software".

We would be glad if you accept to use "free" instead of "open" in your project name.

2) Savannah is a central point for development, distribution and maintenance of GNU Software.

There is a companion site savannah.nongnu.org where we also host Free Software projects that are not part of the GNU Project, but run on free platforms.

However, we do not allow to host your project on Savannah and SourceForge at the same time, if Savannah is just a project mirror. Your project development should happen primarily on Savannah.

How do you plan on using your Savannah account?
