There was a missing period on line 45 in the !methodCall! call that prevented any requests with XML declarations from being handled properly. Also, the code only checked for XML declarations using double quotes. I added another test for declarations that use single quotes. There's got to be a better (regexp?) way to do this, but for now I simply added another argument to the Or special form.

If the payload of a POST begins with "<? xml version...", the Xml-rpc server implementation barfs.
