These are, I assume environment variables? What are their semantics? Do they both just contain the full absolute path of "the user's home directory"?

monotone 0.16 for Windows ignores HOME and USERPROFILE environment settings on Win2000 and looks in C:\Documents and Settings\<user> instead.

Monotone should respect these environment settings. In case they are different, I suggest to look in USERPROFILE first.
