Yes, it's currently working like this.

Search order:
$XDG_CONFIG_HOME/graveman/graveman.conf
$HOME/.config/graveman/graveman.conf
$XDG_CONFIG_DIRS/graveman/graveman.conf

The proper usage should be $XDG_CONFIG_HOME/graveman/graveman.conf. If $XDG_CONFIG_HOME is not defined the config file should default to ~/.config/graveman/graveman.conf. The use of this environment variable is essential.
