This is an extract of the ./configure script which ships with scew-0.4.0:

As you can see, line 4164 actually hard-codes a value for CFLAGS.

For one thing, that makes it impossible to point to custom locations for expat headers via custom CFLAGS=-I/path/to/expat arguments on the command-line.

For another, it guarantees that other compilers which do not understand "-Wall -pipe" (like MIPS Pro) will fail.
