I do not think that this is a task of util-vserver. Possible solutions are special apt-proxies or an ordinary squid webcache which cache the downloaded files. Their configuration is outside of util-vserver's scope.

Perhaps the Linux-Vserver wiki would be a good place where such a documentation could be done.
