I think the simplest method of dealing with multiple committers is not to actually allow them all to commit to the master archive. In some cases, this won't work, but in many cases it will.

Each developer can just have their own archive. The "integrator" can control the master archive, and can regularly merge all the changes in from each developer's archive. This could be done as a cron job, with an automated task to build and run unit tests. Or it could be the project lead, who reviews all the patches as they enter the master archive (the "Linus" model).
